The Office of Foreign Assets Control (OFAC) has instructed global banks to block any transactions associated with these entities, which are believed to be under the control of the Reconnaissance General Bureau (RGB), North Korea’s primary intelligence agency.
Lazarus Group, the largest and most well-known of the three, has been linked to high-profile cyber-attacks such as the Sony Pictures Entertainment breach and the WannaCry ransomware attack. Alongside Bluenoroff, Lazarus Group was also involved in a daring $80 million cyber-heist on Bangladesh Bank. While Lazarus Group targets a wide range of sectors, including government, military, finance, and critical infrastructure, Bluenoroff was specifically established to evade global sanctions on North Korea by generating revenue through illicit means.
Andariel, on the other hand, focuses on hacking ATMs, stealing customer information for sale on the dark web, and targeting online gambling sites. Additionally, the group has been accused of hacking South Korean military systems to gather intelligence. The Treasury has also alleged that these hacking groups have targeted cryptocurrency exchanges to fund North Korea’s missile and nuclear weapons programs.
These actions align with previous reports from the UN, which claimed that North Korea had accumulated $2 billion through cyber-attacks on financial institutions, cryptocurrency exchanges, and mining activities in 17 countries. While North Korea has denied these allegations, the US Treasury is determined to enforce existing sanctions and collaborate with the international community to enhance the cybersecurity of financial networks.
In a statement, Sigal Mandelker, Treasury under secretary for terrorism and financial intelligence, emphasized the importance of taking action against North Korean hacking groups that support illicit weapon and missile programs. The Treasury’s efforts aim to curb North Korea’s illicit activities and strengthen global cybersecurity measures.
By cracking down on these state-sponsored hacking groups, the US Treasury is sending a clear message that cyber-attacks aimed at funding illegal weapons programs will not be tolerated. The sanctions imposed on Lazarus Group, Bluenoroff, and Andariel underscore the US government’s commitment to combating cyber threats and safeguarding the integrity of financial networks.
